Bathers Beach Arts Precinct is an “A” class reserve. The City does not own the land but has a management order for land uses inclusive of historical buildings, recreation & community services. There are a number of existing heritage buildings on the site, with various uses and configurations. The purpose and vision for the Bathers Beach Art Precinct area is to develop an authentic arts and culture area that (in no order of importance):
• Activates the West End and attracts visitors to the area.
• Is a space where arts and culture meets the public – where you can see and interact with artists, and have contact with arts in practice.
• Celebrates the history and heritage of the area.
• Is inclusive of the Bathers Beach environment.
• Is inclusive as an Indigenous heritage place.
There are a number of changes recently to the public space within the Bathers Beach Art Precinct to make it more inviting for visitors to the area. This has included improved pathways, lighting, seating and wayfinding with further improvements scheduled in the coming year.
The spaces available for lease are non residential and are for arts, heritage and cultural uses only. To be eligible for a space the tenant must meet performance criteria around activation of the public space that will be a part of the license agreement offered.
The City is seeking applications from a group, organisation or individual that aligns with the overarching vision of the area.
In your proposal please address the following points:
• Nature of arts or cultural activity
• Ability to fit in with the vision for Bathers Beach Arts Precinct
• Requested license timeframe
• Activation techniques
• Any specific requirements associated with the activity.
Duration: The license length will be negotiated between the City and applicant with the longest available being 2 years.
Licence fees: The licence fee will be negotiated according to performance criteria being met however is expected to be around $400.00 per week If individual spaces/rooms are required, the cost of these can be determined individually, and will be charged pro-rata of the whole house rent.
Space: The cottage has several rooms of different dimensions. Single, multi room and whole of house tenancy will be considered. The City is willing to consider more than one tenancy at the one time, with each user sharing common facilities such as the bathroom and kitchen. The cottage will be available for viewing by interested applicants on appointment only.
Licence availability: The tenancy for 11 Captain’s Lane is available.
Licence fees will be determined by:
• the total space required
• achievement of performance criteria as set out in license.
It is anticipated that the selection process would conclude within 2-4 weeks of the closing date for proposals.

The City may ask you to come and present your proposal to City officers for discussion if shortlisted.
